As someone that actually lives in Uruguay, do you think this is too close to your little nation? So close it might benefit from it?
It's not too close under any event.
The problem of benefitting from it is the fact you need to speak very good Portuguese (and technical Portuguese at that) and I have yet to meet anyone who can do that.
Two of the families we know very well indeed have a young person each who is either learning Portuguese or who intends to learn it later in the year.
The young man is doing it to find a job because he does not want to go to AR to find work (like his father had to) but is finding it difficult to come to grips with.
The other, a young lady, can already speak Espanol, English, Italian, German and is currently on a six month Field Scholarship to learn French in Canada and then intends to learn Portuguese (she says leaving the hardest until last). She is a very clever and charming young lady.
Two very talented young people both from parents who have professions and are themselves well educated.
I suspect that Brasil will have enough educated professional engineers to fill the requirement.
Funnily enough I already knew that, but as you are the fount of all knowledge, tell me how many will be aeronautical engineers, Ph.D mathematicians, and from UYU Universities?

Can't see much employment, investment or technology transfer coming from the area directly west of Uruguay at the moment.

Your knowledge of Uruguay is quite limited indeed...
