The secretary general of the Organization of American States (OAS), José Miguel Insulza, plans to finish his term as head of the organisation. Disclaimer & comment rulesA lot of things , some very critical , has been said about this man . However , in the case of Paraguay , he was completely fair . After the change of Government he concluded , after consulting all parts , that the impeachment was legal and that the country should be allowed to prepare for elections with no outside interference . He also stopped efforts by many to boycott the nation .
