The Organization of American States Secretary General Jose Miguel Insulza said on Wednesday that Paraguay should return to Mercosur because “it’s not good to have exclusions in South America”, but insisted that the solution to the problem is in the hands of the ‘protagonists’ and not in president elect Horacio Cartes. Disclaimer & comment rulesIf there could be an executive majority decision to temporarily suspend Venezuela from Mercosur (pending a few headline agreements to return Mercosur to a *trading* bloc), calculatedly and publicly co-inciding with the re-instatement of PA, this might do the trick.

Jul 25th, 2013 - 01:20 pm - Link - Report abuse 0Stunning solution.
Shame your final paragraph is also true.
1 Like your solution , could be a way out of the current impasse . But can one imagine the other leaders admitting they made a mistake !
Jul 25th, 2013 - 08:11 pm - Link - Report abuse 0How about Venezuela staying in and Paraguay re-entering without making a fuss, or making one. Either way, the result is the same.
Jul 25th, 2013 - 09:08 pm - Link - Report abuse 0Paraguay doesn´t care anymore about Venezuela, their problem is that Mercosur felt with the autority to call off their internal process for aparent ideological reasons on the part of a block that supposely is there for support and discussion not for impositions. Something similar has happened with Uruguay on the economical sense, reason why they also are looking elsewhere. Argentina and Brazil have also trade problems so that leaves all of Mercosur in problems. Venezuela probably would be the same in or out of Mercosur, it needs to stabilize it´s economy firts to benefice properly of being part of either Mercosur, CAN, etc. IMO
Jul 25th, 2013 - 11:32 pm - Link - Report abuse 05 . Good post . I am starting to think that Mercosur is about to collapse anyway . Look at the other article on the violent discussion between Christina and Dilma . It is all about to collapse . The Paraguay affair just helped to highlight the strong ideological stand of the three other members . However , Paraguay will need to tread carefully . The two big boys could well try to starve the country into submission ! Fortunately Brazil has many huge investments in the country which could act as a break . Plus more than half a million Brazilians living , peacefully may I add ,here .
Jul 25th, 2013 - 11:52 pm - Link - Report abuse 0Well with electoral time in both Brazil and Argentina, as well as Paraguay and Uruguay pragmatic aproach to Mercosur, in a sense they are becoming the bridges of Mercosur to the rest of the region and even out of Latam, I think Mercosur still has some living time. As you very well said, Brazil didn´t stop trade with Paraguay after it was expelled from Mercosur, and that says a lot about how Mercosur helped them becoming more integrated at least in the economic sense.
Jul 26th, 2013 - 12:04 am - Link - Report abuse 0IMO Mercosur has the potential to survive and get better but much of this depends of the future leaderships of Brazil and Argentina and also of less arrogance from their part over the rest of the group and more flexibility on it´s interaction with the rest of the world.
7 You are so right . So much will depend on the new presidents . Hopefully pragmatic and more interested in trade and free movement in the area . To understand my point do cross the land border between Paraguay / Argentina . Free movement ? More like crossing from East Berlin to West Berlinin the Cold War . And to think that in Europe there are no borders . As we discovered going from Amsterdam to Brussels in train . No border , no passports ,nothing,
Jul 26th, 2013 - 12:13 am - Link - Report abuse 08 Yes indeed, that European model of free movement of ppl is what Pacific Alliance hopes to get for it´s members :-)
Jul 26th, 2013 - 12:25 am - Link - Report abuse 0Indeed, I don´t think Presidents need to forcibly be left or right leaning to be pragmatic and trade oriented, you could argue Uruguay has a center-left goverment and Paraguay a center-right goverment and both are taking very similar steps for their countries. When your objetive is to consolidate an economic integration then you also must learn to do that under different circunstances and different political proclivities if it´s to survive. That IMO was the flaw of the actual Mercosur, their self- concious-integration with just left leaning politicians isolated them progresively. Not much years ago Mexico tried to stablish an understanding with Mercosur and maybe becoming an associate but there were too much problems put for it to even becoming an associate so Mexico went to other sources to reintegrate into the region.
9 So , so true Elena . One can be left or right but still work for a common cause .
Jul 26th, 2013 - 12:35 am - Link - Report abuse 010 Indeed, the main problem for the proyects of integration in Latam countries has been that, you can be from one or other ideology but it´s also important not losing sigh of reality, as both those two initiatives have flaws of their own.
Jul 26th, 2013 - 12:59 am - Link - Report abuse 011 What is happening , we are in agreement on so many things ! I am waiting for Chris , Stevie or Private Poppy to step in .
Jul 26th, 2013 - 01:36 am - Link - Report abuse 0Indeed, I was wondering if we scared them or something XD
Jul 26th, 2013 - 01:52 am - Link - Report abuse 013 Elena ,believe me nothing scares them . They are now working out a brillant counter attack ! But we are lucky , we are on the right side .
Jul 26th, 2013 - 02:02 am - Link - Report abuse 0Absolutely :-) Sorry I must go. See you next time. Good Night ;-)
