Of the more than 40 offshore financial centres identified as tax havens in 2000 all but six now have one or more agreements which meet the standards

In the section headed Jurisdictions that have substantially implemented the internationally agreed tax standard you can find Gibraltar, Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Montserrat, Turks & Caicos Islands.
