i. a self-generating, ad hoc, opportunistic non-organisation - like in the 'Tottenham riots', or
ii. a covertly organised, politically-motivated organisation - like in Argentina, or
iii. a mixture of the two.
Dialogue is probably not the answer. But an 'innocent' has been killed by the ubiquitous lost bullet, so the stakes are raised and both the police and the politicians are on the line.
Tough times ahead.
