Under no circumstances would they be prisoners in Uruguay, even if the Blancos or Colorados were in power.
Uruguay has a long and proud history of granting asylum to refugees. This includes European Jews before and during WW2, anti-Peronists and Peronists in the 1950s, even a Brazilian president and many, many others. The only group that was refused asylum were Nazis after WW2 (unlike you-know-who).

in a country they never asked to go to.
As refugees presumably they can't return to their home countries and can go only to countries that are willing to accept them. If the countries that have said they are willing to accept them have each placed a limit on how many, then a way has to be found to distribute them among those countries. That will mean many going to countries that are not their first choices.

The list of those deemed innocent by the Pentagon includes a 12-13 yr old who has been there nearly half his life now, and a fifteen yr 0ld boy. Two boys no older than 13 have been incarcerated along with half a dozen 15 yr olds. Another who was deemed innocent was beaten so badly he has been crippled for life ( by his account ).
In addition a number of detainees have committed suicide - since they were never charged with anything it's impossible for an objective observer to determine whether they were innocent or not.
A number of detainees are Uyghur separatists whose beef is ( was? ) with China, not the U.S. These might be ones who Uruguay have offered to take. they have proved exceedingly difficult to resettle. China wants them back.
Further to your post(s) I would suggest that summary execution of 'enemy combatants' or 'terrorists' would be guaranteed to even further radicalise the jihadist hordes thereby making the lives of American servicemen/women, diplomats and tourists abroad even more perilous than they already are.

There are hateful radical Muslim evil doers. But the U.S. hasn't done a good job of finding them or detaining them!
Indefinite confinement without charge, without presenting evidence, without due process is a crime against humanity.
