Spain has far too many fishing vessels. Needs to be reduced to about 4,000. How many at the moment? 17,500. For what? For theft!

That Spain should agree is but one step forward and a good one. However what is needed is universal implementatin of the drift net ban on fishingand imposition of swift fines on flag states who continue to allow this indiscriminate way of fishing.
