China extends a 'financial' hand to dollar and credit strapped Argentina

Argentina signed deals on Friday to borrow 7.5 billion dollars from China at a time when Buenos Aires cannot access global capital markets because of disputes over unpaid debt. Beijing also extended a three-year agreement for an 11bn swap operation between the central banks of Argentina and China. Read full article

    Dealing with NOT paying back the Chinese Yuan will be far more painful ,than not paying back the Yankee dollar. Argentina's government is consistantly like a thick teenager......it learns very very slowly and painfully.

    Poor little argieland. CFK is about to screw you again. Next year she will be a dustcloud in the middle distance disappearing with your money. There's no telling exactly how much she's stolen. US$20 million? But that's only 50 cents each, isn't it? Little bit of research shows what she did when she went abroad. Where do you think her new palace will be? Where could she go where no country could extradite her? Has she figured the cost of security “forces” sufficient to negate “extraordinary rendition”. How many countries likely to be willing to use special forces to get her?

    Still, she'll have spent most of it. So the debt will be down to argieland. Your country is so poor you can't afford to repay $2 billion. What are you going to do about $7.5 billion?

    Just a few years and China will own everything. Get out into those paddy fields!

    I wonder what China will take if the Argentines don't pay up?

    Probably everything.

    I wonder if the rail project and the dam projects will be actually managed and run by Chinese companies using Chinese workers? It's probably the only way to ensure that the money is actually spent on what it's meant to be spent on.

    Oh well, perhaps this will help Argentina in the long term, but in the short term (as in 2 weeks from now) Argentina will default or pay up it's debts. Everyone's money is on the default, and I wonder if China will actually pay this money if the default occurs.

    All we can do is watch and wait.

    Yesterday I say you BRICS with Argentina become one stand army! Right now we are became one! 7,5 milliards not very much money, China does not wish own Argentina. We own USA 1,300 milliards, this much better for us we control west country number 1. They do tomorrow what we say.

    On the Chinese loan, this loan is to pay for Chinese goods, a dam they are going to build and trains they are going to supply. I am pretty sure its in Yuan so the Rgs can't abscond with it. I am sure the wealth will be shared between the RG pols and the Chinese technocrats. That's a given. That's also why things cost 6-8X to build in Argentina than in the USA. IF they ever get built.
    So the chinese are loaning the Rgs money at 8%+ to buy their overpriced crappy products. Its a no-brainer. They can't get that rate/terms any place else in the world.
    And the gov't and people praise it.

    You do seem to have a dim view of Argentines and now the Chinese have apparently joined your pantheon of people to hate.

    You are right about one thing: the infrastructure loans will be used in part to purchase Chinese equipment for the dams and the rail system. I'm with you on wondering whether or not that's a good thing, but it is essentially the same deal China routinely makes with your dear old USA when it buys treasury bills and Americans buy Chinese goods. I guess the US deal with China is a little better because the interest rate is not so high.

    As far as the convertibility of the loan money is concerned, it is in Yuan and it is not convertible. But there may be another motive for Argentina to take on this loan. It shows all parties in the current bond dispute that Argentina is serious about resolving the dispute in order to return to world credit markets.

    Where did you get the idea that construction costs in Argentina are many times greater than they are in the USA? Perhaps the $ used for the peso confuses you. On your next trip to Argentina, stop in at the new terminal C at Ezeiza. There's a placard on the wall in the main concourse that shows when the terminal was constructed and at what cost. Be careful when you read it because the cost is listed in pesos, not dollars.

    You are also likely correct about the possibility of Chinese and Argentine bureaucrats dipping into the funds, but the amounts that these people siphon off pale in comparison to what their USA counterparts routinely get. Argentines continually moan about the quantity of cash Cristina has amassed over the last 12 years, but her total take hardly equals that which can be gleaned by a single US congressman in just a few terms.

    The people in the gov't are celebrating because they think they can use these yuan to pay imports. It's not clear whether they are convertible or not, but they can be used in an emergency. The gov't plans to use the swap this summer.

    Borrow money? WRONG! The 7.5 billions is not cash money, is just a credit to buy Chinese goods mainly for companies with an strong chinese presence like “Belgrano Cargas” (railroad). The 11 bn swap will be an exchange in bonds. Argentina will receive bonds in yuan and could use them as a guarantee to get dollars if a bank (any bank worldwide) acept yuans as guarantee.
    Being such an ignorant as I am, please, I beg anyone to enlighten me about wich banks are glad receiving yuans, a third class money instead of dollars or euros.

    I am not confused with Peso vs U$. It is infinitely more expensive in REAL and Peso terms and projects take a much longer time in Argentina than the USA.
    I will point you recent examples but there are many many many more, my absolute FAVORITE is the rebuilding of the ICE breaker, that's my FAVORITE example of HUGE corruption and yet nobody cares. You can't buy bullets or fuel for your military but you can wast 10s of millions fixing fire damage on a ship that could have been bought for new and for cheaper YEARS ago. My next favorite is the gas pipeline to Bolivia. I doubt that will ever get done. What's it been a decade?

    I have re-read the posts and fail to find any racism there. To call a NATION feckless or there government idiots is not racism.

    Your rebuilding of the icebreaker and constructing the pipeline examples do not prove your point. Your point was that costs in Argentina are many times higher than in the US. Perhaps you are too young to remember the famous $2,000 toilet seats for the Pentagon. When that was exposed, it was then discovered to have just been the tip of the iceberg. The US government does its best to hide evidence of fraud and corruption in expenditure of public funds, but even with a compliant media enough examples are made public to suggest that the US Department of Defense leads the world in waste of public funds. If you don't believe me, try finding out what happened to $9,700,000,000.00 in Defense Department funds that was earmarked for Iraqi reconstruction. You can also look around for five dozen missing fighter planes or 32 tanks and 36 Javelin missile command launch-units but you won't find them except in a dusty GAO report. Argentina cannot even begin to match corruption of that scale.

    Admittedly, lots of things in Argentina are not done up to US standard, but corruption is not one of them.

    Somebody might bring up the perception of corruption index here to try to prove that Argentina is more corrupt, but remember that the index measures perception. Argentines are much more aware of and sensitive to public corruption than people in the USA who generally think its OK to let corporations buy their government.

    The perception of ONE country's corruption not only about how their OWN people view it, or how sensitive they are to it, but also how other countries, businesses, country analysts (who track the movement of money, amongst other things), and individual, independent entities such as Transparency International view it.

    So it doesn't really matter how the Argentines view it, on their own. It most certainly doesn't matter if the USA is more or less corrupt than Argentina. This has no direct bearing on the amount of corruption in Argentina. How does the price of toilet seat paid for by the Pentagon relate to corruption in Argentina? Unless they were Argentine toilet seats?

My sense of things here in Argentina is that the people here are fed up with her and her government, but they are pretty hopeless about what to do about that except wait for next October when they can try on a new group of rascals. Some people think that defaulting at the end of this month might be a good thing. All the financial prognosticators up north are saying that the economic consequences of a new default would not be near as bad as the 2001 debacle. Argentines are aware of this and so many think that a default might be the best way to get the current crowd out of the Casa Rosada so we can start over again, this time from a stronger place. That's why the new Chinese debt is really sad news because it will be one more millstone on the neck of the next Argentine president.

    Cristina will not be in office long enough. She has 15 months left at most.

    As for the financial prognosticators, I'm referring to all those in the know folks who are interviewed by the Financial Times and the Wall Street Journal for their opinions on what will happen to the Argentine debt crisis. Lately, these people have been offering the opinion that Argentina can survive a default without much more than a prolongation of the current recession.

    As for how widespread this opinion might be among Argentines, I can't say. My own perspective is quite narrow as I live quite far from Buenos Aires. It's probably not fair for me to put out the opinion of my neighbors as representative of all Argentines.

    I can almost agree with your opinion about the debt being a problem for Argentine taxpayer. While most people here do their best to avoid paying any tax at all costs, the government does have ways to tax us. The current set of currency regulations may be one of the top three sources of tax revenue in Argentina even though it is not officially a tax. So if you say that the result of a default on Chinese debt will cause a greater imbalance in currency exchange rates, then yes, the taxpayers will suffer.

I only got involved here this time because I was annoyed by the gratuitous insults that some of these commentators habitually hand out.     As in Africa, the Chinese Gov will send in its own people to construst the dams/railways whatever...
    China increases its global profile as being a benevolent power. Argentina loses status. Argentina loses political/economic power in the region.
    Many materials/technology will only be available from China. This is normal when doing business with the Chinese.
    Argentina loses control of the situation. The Chinese win status as being autonomous within Argentina.
    The loans will only be made in the Chinese currency, so they (Argentina, in this case), can only spend the money on Chinese products.

    Argentina can only increase its debt to China, Again China wins.
    Argentina increases its debt to China as it can't pay the first debt. China offers more debt but at a price (economically/politically).
    China wins political/economic power in the region. Argentina loses power over its own internal affairs. China wins power in controlling the Argentine economy and internal politics....
    China basically does a land-grab with no military involved. Clever, huh?

    Is anyone else seeing a pattern here?

    The mis-informed population of Argentina are having their country sold-out from under their noses and they don't even know it!
    Venezuela is already half-way through the process. I have witnessed this personally. It is only going to get worse.

    Another default won't have much affect on Argentina in the short term. It just prove to the world that you are still lying deadbeat scumbag scofflaws trying to bilk people out of their hard earned money.

    But the default isn't the biggest issue you have an immediate cash crunch coming. Your trade balance is seriously out of whack and there's no way for you to get U$ to pay for, oh say, fuel and food.

    They are also FLOODING the economy with more worthless pesos and you'll see a HUGE spike and most likely another devaluation shortly. So you'll be dreaming of the good old days of 40% inflation.
    Plus the layoffs have just begun.
    Do you think business can survive waiting on U$ from their exports FOR 9 MONTHS?
    And back to the default, NML and all the rest will have free reign to seize anything with a hint of Rg on it. My guess is they'll go after LNG and raw oil to make the lives of Argentinians very uncomfortable.
    Frankly I can't wait.
    It couldn't happen to a better bunch of people.

    It maybe considered a 'premium product' over here, but it is not really that expensive in relation to similar products. Cost of living is very high in London. But so is the possibility of earning a 'premium' wage/doing business I guess!
