Brazil approves port infrastructure works for 1.73bn in Rio and Santos

Brazil's National Port Authority and Waterways has approved 1.73bn dollars in port infrastructure works to be carried out by three local operators: steelmaker CSN, container terminal operator Santos Brazil and US food and agribusiness firm Archer Daniels Midland Company (ADM). Read full article

    Once again, investments to improve Brazil's infrastructure come from the private sector. If they were to wait for the government to do its job properly, forget it. Even after ex-prez Lulasshole earmarked approximately US$ 350 billion for 2(two) nationwide investment programs , to be completed within a period of 10 years - the infamous PAC's 1 and 2 - 7 years later there's virtually little or nothing to show for it.
    Despite the roughly 1,5 trillion dollars the government collects in taxes annually, they never seem to have enough money to spend on productive investments. Once they've squandered all the taxpayers money, they decide it might wiser to hand the problems over to the private sector to solve.. For the seaports and terminals this has been true for just about as long as I can remember, and the most recent example of this government screwing up, was when they realized they would never meet the deadlines for the completion of the airport infrastructure, for the World Cup. The private sector was called in and saved Dilma's ass. Unfortunately.

    The Brazilian problem, besides the politicians, is what is called “Custo Brasil”, or the 'excessive cost of doing business in Brazil'.
    The president prior to Lula (the PT got in, 2003) , FHC, was on the right track to try to reduce government bureaucracy and red tape, in order to reduce this notorious cost which makes Brazil uncompetitive in just about every sector. With the PT, the cost of Big Government has skyrocketed, the most evident single cause, besides irresponsible spending and corruption, is the increase of the 16 Ministries ( the number to which FHC had reduced them, from 28 when he took office), back to 39. The PT's 'power' project is carried out through infiltrating their 'comrades' in as many public agencies and State -run companies (Petrobrás, for example) as they can, in order to gain control over every stage of decision-making...and to prevent effective accountability of their actions, even if it means creating more, totally unnecessary ministries in which they have accomodated all their pals...earning high salaries. By law, no government in Brazil is allowed to spend more than 60% of their tax revenue on their payrolls....even this figure, if adhered to, is excessive, and the result is that not much, perhaps 10% is left over for public investment. It's a cycle which needs a really tough and fair government , to be broken. Unlikely in the near future.
