The one bright spot of Brazil being agriculture however because commodities have dropped, and lower production in many areas because of drought, farmers are now saving their pennies, so not much investment happening now in that interesting.

Embraer are screwed then, oh dear.
You DON'T NEED it certifying to take firm orders you ninny.
You DO need it certifying before you can FLY it. It is already 'certified' to test fly, it just does not have FINAL certification yet allowing it to fly in open airspace worldwide.
OR are you saying it's that piss poor it will NEVER get final certification?
