If tripartite talks were restarted between Gibraltar, Spain and UK and agreements reached, as they were under the ‘Cordoba’ experience, these would almost certainly need to take the form of treaties so that Spain can be relied on to stick to them. Nevertheless 2015 is year of elections in UK, Spain and Gibraltar.
This was revealed by Chief Minister, Fabian Picardo, in this week’s ‘Direct Democracy’ program on the local broadcast GBC where he faced local editors.
CM said Gibraltar would also need to be party to such treaties and that built in remedies would have to be agreed in case any party defaulted.
Mr. Picardo has signaled that talks – ‘ad hoc’ or otherwise - are unlikely to be held in 2015 as UK, Spain and Gibraltar engage in national election campaigns.
But Picardo did not want to simply adopt a stance of turning Gibraltar’s back on Spain.
“It is always better to be talking than it might be to be fighting. What we are trying to do is to demonstrate to the Partido Popular that in Gibraltar there is a government, there is an institution, that is established under the Constitution which it should engage with should it want to discuss any of the matters which relate to our constitutional competence. Not negotiate, but discuss any of those matters,” said Mr. Picardo.

And yet such an observation does nothing to diminish his power or message.
