Why, oh why, do they bother? Getting on for another YEAR with nothing agreed and in place and working. BORING doesn't cover it.
Scrap the whole thing.
What would the people of Europe want the with a corrupt, economically-dysfunctional, homicide capital of the world. Just let it die!
I don't see a full Mercosur 'exchange of proposals', just a future proposal for Brasil and some 20 European states waiting for trade.
