However the decision they made some time ago to marginalize the People of the Falkland Islands , has put Argentina in a really difficult position.
By constantly referring to the Falkland islanders in disparaging terms, failing to recognize their fundamental human rights as set out by the UN for self determination, Argentina just looks like a stupid bully.
The problem is for Argentina to treat the Islander normally would mean having to admit they were and are wrong.
Something the current Argentinian government is incapable of doing.
They seem to think everything that is wrong with Argentina is someone else's fault.
So anyone want to guess how many outright lies and falsehood will be in the missive?

They will forget to mention the 1850 peace treaty which recognises the legality of the UK occupation reflected in the Argentine maps up to about 1940, time when the treaty was observed and before the fascists tore it up and went back on Argentina's word.

What you say is logical. Surely if Argentina believe the tripe that the Falklands are theirs and the inhabitants Argentine, they would gain slightly more credence by having the Falklands dealt with by someone representing the Argentine mainland (not by their foreign ministry).
There is also a case for the Home Office dealing with the BOTs.

And yet, all the tourist souvenirs produced in Cuba, with maps of the Americas on them, labelled in Spanish, also very clearly labelled the islands off the coast of Argentina as the Falkland Islands.
I suppose they just aren't taking the Malvinas charade seriously, either.
