You do understand that when something is concluded it means that it has been signed, sealed and delivered, don't you?
It's not like in your country Argentina where the politicians are always announcing one 'deal' after another only for them to fall through, causing great embarrassment.
It appears that Petrobras wants to do business with the British. Just like the Brazilian government was very happy to buy British built patrol vessels.
It must make you green with envy to know that, even though Brazil is currently have financial problems, it is still in a far better off place, economically, than Argentina is.

And since when are latrines called 'Petrobras rooms” ?? Well, I suppose it makes sense, as at Petrobras, seems everyone shits wherever and on whatever they want.... In the Board of Directors room, somebody did a lot of shit between 2003 and 2010. It's a shame that crap isn't worth US$ 50 a barrel, o'wise PB could sell it and pay off the US$ 130 billion debt.
