Also, the question that should be asked, is Why did the CBF - the BRAZILIAN Football Confederation - have to give out such expensive gifts to the other FIFA executives , in the first place ??
The word BRIBERY comes to mind....
Of the 65 watches bought for this occasion, by the CBF, at the cost of US$ 1 million to the taxpayer, 48 have been returned. The FIFA Ethics' Commission discovered that 17 were not distributed at all - they just disappeared.......but we all know damned well where they are .... on the wrists of the Brazzos who had this brilliant idea.

Currently, Brazil's football is a bloody disgrace - as usual, it's kept afloat locally by a lot of hot air . Far rather watch European football.

The watches that were not handed out officially, will never appear. And if any Brazilian official is accused of stealing them, he will simply deny it...it's what they do.
