But a new study by the respected National Bureau of Economic Research finds, “Yes, it did. We find that adherence to that act led to riskier lending by banks.”
Added NBER: “There is a clear pattern of increased defaults for loans made by these banks in quarters around the (CRA) exam. Moreover, the effects are larger for loans made within CRA tracts,” or predominantly low-income and minority areas.
To satisfy CRA examiners, “flexible” lending by large banks rose an average 5% and those loans defaulted about 15% more often, the 43-page study found.
The strongest link between CRA lending and defaults took place in the runup to the crisis — 2004 to 2006 — when banks rapidly sold CRA mortgages for securitization by Fannie Mae and Freddie Mac and Wall Street.
CRA regulations are at the core of Fannie’s and Freddie’s so-called affordable housing mission. In the early 1990s, a Democrat Congress gave HUD the authority to set and enforce (through fines) CRA-grade loan quotas at Fannie and Freddie.
It passed a law requiring the government-backed agencies to “assist insured depository institutions to meet their obligations under the (CRA).” The goal was to help banks meet lending quotas by buying their CRA loans.
But they had to loosen underwriting standards to do it. And that’s what they did.

As they should.
I think they've been too passive with them, too nice if it were up to me they be less a few teeth so they remember next time they want to suppress free speech and agitate at a private event. They bring it on themselves and are shocked when people retaliate. They get what they deserve.
Funny you don't see Trump supporters wreaking havoc at either of the Dem candidates rallies, blocking traffic, causing a ruckus. It shows a better class of people are on the Repub side. Ones that actually believe in free speech and lawful assembly.
Its always the Dem/Lib side that are the aggressors, hate mongers, free speach suppressors, word police, etc etc etc everything that is wrong with the USA and the world.

YOU jumped in unasked, quoting unsubstantiated statistics about gun ownership and crime, as though you were refuting my observation that the mentally unstable and hateful should not have ready access to weapons.
However, for some reason you refused to confirm that you thought they should be allowed to carry weapons.
A strange paradox - that's why I asked you those questions.
Your unconnected Justin Trudeau questions, slagging of Canadians, and questions about National Defence are not related to this discussion.
I will however clarify one point.
I do not feel any safer or more grateful knowing that there is a short redneck with an inferiority complex in Yakima, taking his kids to school while packing a Desert Eagle.

It's the emotionally unstable and unpredictable having guns that I worry about.
It has nothing to do with invasions from the Reds.

I see no problem with that. There's not a way to judge who deserves to have a gun or not. I certainly would not leave that up to the State to decide. Would you?

I find it difficult an adult doesn't understand that but as I said as a Canadian who relies solely on someone else for their protection you never will.
