Perhaps Mrs. May has the UN C24 Committee in mind?

This committee is made up of member states such as China, Russia, Iran, Syria and Cuba and is supposed to help territories achieve their potential. The committee doesn't even live up to the UN 's own policies on decolonization.

The UN rarely lives up to anything it's supposed to do. Go back to 1982. British territory invaded, British people enslaved. And all the UN could come up with was a “resolution”. Argieland is still making the same illegitimate “claims” as it did back then. It attacked another UN member. Why is it still a member? If the “claim” was its “casus belli” it means that the Falkland Islands could be attacked and invaded at any moment.

And still the UN wanders around the world, pointing fingers and demanding that nations either give way over issues or spend more money. Sometimes both. But it never has to deal or live with the results.
