The question is why is this piece appearing in Mercopenguin, a British government propaganda organ supposedly devoted to America, South America and the “South Atlantic”?

The UK has territorial integrity with Gibraltar, Caribbean BOTs, Ascension Island, St Helena, Tristan Da Cunha, Falkland Islands, South Georgia as they all all linked by the Atlantic. There are no huge walls dividing the Atlantic, or big floating signs designating different areas of the Atlantic, it is all a great expanse of Ocean.

The UK and Canada and the USA are linked to the Atlantic, which extends a long way, right down to LatinAmericaland.
