I wonder which “people” Russell was referring to? The UK electorate gave the UK government a mandate in June 2016. The mandate was to LEAVE the EU. The electorate weren't asked to dictate HOW. But the fact is that the government of the day spent £9 million of taxpayers' money setting out, amongst other things, what leaving meant. Despite all the “warnings”, the electorate still decided to LEAVE. No-one except the greedy and selfish “require” another vote. And the Scottish minority makes no difference. Whether it votes for or against anything because it is a UK decision. And the Scottish are only 7.5% of the UK.

But the SNP may achieve its goal. Not by leaving, but by being expelled!
