As such the population is SO high, that the government is unable to look after them well enough. And to make it worse; I heard that the Quality of Life + Standard of Living is nose-diving to reach the Rock-Bottom for The Majority, while the rich get richer! So drop by drop, as the population dwindles, there is Faint Hope that the economic situation of the masses MAY improve!
