The UK Government ... issued a statement expressing “concern”
Apeasement as in Munich 1938 - have the idiots learnt nothing from their own past history?
Declare the incident an act of war.
Tell the Spanish government that in case of a similar incident in the future, the UK will respond in the way it always has when exposed to an act of war.
Tell the Spanish government that if a similar incursion takes place, they (the Spanish government) will find out how well a ship of the Meteoro class can withstand a torpedo.
If they can pull it off with the limited space better to have the next one (which going by the Spanish election being at the end of April, won't be long) being pinged by active sonar on both flanks with powerful enough sonar that not even they could miss it.
That way, if the Spanish captain complains (after a change of underwear) then they can confirm or deny as they see fit, or have a little fun with him: nope, we haven't got any submarines in Spanish territorial waters...
