India donated vaccines to neighbours before WHO mobilised. and PRC is supplying AU where it has influence. Suely this helps WHO which can focus on other states. The neighbour approach is ideal for disasters to avoid delay, favoritism and corruption. by UN bureaucrats. One racist country even delayed contacting India while citizens die.
