The Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation was an agreement between Ukraine and Russia, signed in 1997, which fixed the principle of strategic partnership, the recognition of the inviolability of existing borders.
There are certainly legacy issues from the days of the Soviet Union, which like all empires drew boundaries according to political and administrative thinking, with little regard for the populations on the ground.
These are areas (well so far at least) with populations of mainly Russian speaking Russians, who were never asked if they wanted to be in Ukraine after the fall of the Soviet Union.
However, when Ukraine gave up its nuclear arsenal (third biggest in the world) Russia guaranteed the existing borders. Clearly there was no intention of keeping that agreement.
When the Soviet Union collapsed, the sensible thing to do would have been to hold a plebiscite in the border regions, and drawn the borders from there. As the Polish/German border was drawn after 1918.
What is most disturbing however, is Putin saying things like ‘Ukraine is not a proper country/people’ (and therefore no right to self-determination, sound familiar), ‘there can be no real sovereignty over Ukraine without Russia’ and quoting a version of history that is as factually incorrect as the Argentinian version of S. Atlantic history and designed to do the same thing.
And we all know what that has led to.
All of which tells you, Mr Putin has not finished yet.
