The minister makes reference to reinstalling the necessary tools - the only necessary tool is one that gets rid of him and his inept and incompetent government. Argentina might just manage then to get itself back onto some sort of track for a sustainable future.
Meanwhile the 50% or so of the population that verges on poverty must be very reassured to know that The Malvinas are such high priority, never mind if you're cold and hungry get out and wave a flag.

The alliance the between the USSR and Argentina during the 1982 Falklands war. The Soviet Union providing the funding to keep Argentina afloat by buying Argentine wheat when other nations would not sell to the USSR in objection to its invasion of Afghanistan.
