But as usual he completely omits the more relevant article in this:
Article 5: No tax, obligation, fee, contribution or exemption on the transport, vessels or their shipments, based only on the act of navigation can be established without previous agreement between the signatory countries.

1) Undersandably..., the Paraguayan government..., defending their National interests..., have asked the Argentinean government to present to the OAS the pertinent documentation for the services rendered to enable the safe navigation of the upper Paraná river and the calculation method used to reach the applied fee...
2) The Argentinean government has duly obliged..., and all pertinent documentation is already in the hands of the OAS...
3) In the meantime..., whilst waiting for the pertinent OAS opinion..., both sides behave nicely...

However the article says:

Which directly contradicts your statement.
Also as I said before, if this is for maintenance, how come it has never been charged before???
This is clearly a ‘new levy’, not an adjustment of existing charges hence the opposition to it.
As for the link posted, did you read the article???
It says ‘Argentina's intention to apply a toll on the Paraguay-Paraná Waterway’.
Which again directly contradicts your statement.
Also no mention of submissions to the OAS, only Argentina asked Paraguay to make a proposal for a solution to this issue, where the proposal from Paraguay is that Argentina should cancel the measure.
Question is, what is Argentina going to do when the Paraguayans refuse to pay this robbery? This has the potential to escalate.
