Argentina, Brazil, Chile, the United Arab Emirates (UAE), and Paraguay Friday agreed in Dubai on the sidelines of the United Nations Climate Summit (COP28) to “seek opportunities” for the highway due to link the port of Santos, in Brazil, with the Chilean ports of Arica and Iquique.     The inclusion of the United Arab Emirates in the negotiation was a clear shot taken by Brazil and China. China does not maintain diplomatic relations with Paraguay, so to cross Paraguayan land it would be necessary to have another financier for the bio-oceanic corridor project.

    The inclusion of the United Arab Emirates in BRICS Plus is no surprise.
