In a year-ending interview with Le Monde Diplomatique's Ignacio Ramonet, Venezuelan President Nicolás Maduro said his Guyanese counterpart Irfaan Ali was mocking his country and other regional multilateral organizations who sponsored the St Vincent and the Grenadines understanding whereby the dispute over the oil-rich Essequibo area would not escalate. Mr. Maduro may be unaware of the observation, often attributed to Mark Twain, that it is “ better to remain silent and be thought a fool than to speak and to remove all doubt.” The “warship” he refers to is the Patrol Boat HMS Trent. If Mr. Maduro seriously believes that a single patrol boat visiting Guyana “threatens” Venezuela he clearly has a desperately low opinion of Venezuela's armed forces and their ability to defend the country. That he has this poor opinion is reinforced by his commissioning armed forces exercises to meet the threat. And by the way, his referencing the Argyle Agreement seems especially hollow since it is clear that he has been looking for the tiniest excuse to turn his back on that Agreement. It is also worth observing that the current hostile atmosphere was caused by the Venezuelan government making preparations to occupy a significant portion of its neighbor's territory. That was and is the material threat and I don't see any dialing back of that threat by Maduro in the Argyle Agreement.
The fact that the Venezuelans are frightened of going to the International Court of Justice does, of course, speak volumes. It is also worth noting that Brazil and Guyana have in recent times become closer friends and it is highly improbably that Brazil would stand by and let Venezuela realize its territorial ambitions unhindered. That being the case we can actually relax in the knowledge that Maduro is fully aware of this and that his real purpose in shooting his mouth off is to distract Venezuelans from the parlous state of the country under Maduro's administration and that there is little probability that Maduro would commit the country to actual hostilities.
