Orsi reviews fraud allegations and congratulates Noboa on his win

Uruguayan President Yamandú Orsi congratulated Daniel Noboa on his reelection in Ecuador after discussing the fraud allegations with Foreign Minister Mario Lubetkin, it was reported in Montevideo.
