The International Federation of the Red Cross and Red Crescent Societies said on Friday it was prepared to channel humanitarian aid to Venezuela through an operation that could be similar to one in Syria, potentially helping ease chronic hunger and disease in the South American nation. Montevideo: The most expensive city and the best place to live in Latin America?

Unlike the cities studied of the great neighbors, Brazil and Argentina, Montevideo (and Uruguay) stands out for the quality of its democracy and its relative economic stability

El País (Madrid) explains that Montevideo has a “crazy decadent charm”. However, why does this phenomenon occur?
