A Florida federal judge Tuesday upheld a decision to have former Bolivian President Gonzalo Sánchez de Lozada (2002-2003) and former Minister of Defense Carlos Sánchez Berazaín pay 10 million dollars in reparations to the victims of uncontrolled state repression.
