Falkland Islands Draft Constitution by end of April?

AN updated Falklands Constitution should be ready in draft form by then end of April providing islands councillors and the British Minister for Overseas Territories, Meg Munn, can agree on a number of outstanding issues.

In particular, the Falkland Islands Elected Representatives disagree strongly with a point that demands that Minerals should be an area where the Governor can choose not to accept the advice of Executive Council. On the contrary councillors believe it is vital that this should be an area where the Governor must consult with Elected Representatives confirmed Councillor Mike Summers. Also outstanding is the issue of 'status change'; Councillor Summers explained that the Minister has to check the proposals accord with human rights obligations. "We don't see any reason why should wont agree to this, however," said Councillor Summers. Once all outstanding issues are covered, the draft constitution will be published for, "…explanation and consultation." A team of legal advisors from the British Foreign and Commonwealth Office recently visited the Falklands for a three day meeting with the islands' Select Committee on the Constitution. Councillor Summers also confirmed that in response to a request from the new Government Chief Executive, Tim Thorogood, councillors provided a comprehensive list of what they judged to be the 'strengths and weaknesses' of the islands Government. A strong economy, a lack of poverty and a well educated workforce were listed among, other things, under strengths, while Councillor Summers said the quality of financial planning and staff issues were just two listed under weaknesses. Mr Thorogood is working on a review of the islands' government and as an initial exercise asked four groups (councillors, the Government Management Team, customers, business) to provide a list of strengths and weaknesses of their area.
