“Brazil, Chile, Ecuador and even landlocked Bolivia are involved in significant military hardware purchases, totaling over 25 billion US dollars.”

The US military budget for 2009 is $651.2 billion (Wikipedia)- 26 times the purchases of these 4 countries. Wouldn't you be scared is a country with such astronomical arms spending opened up a number of new bases in your back yard? Colombia is turning itself into the Israel of South America.
