Well, if the USA, China, Russia and other world countries, including those in the Amazon region, all finally have reached an agreement , that is the need to control the carbon monoxide emission to the air, action that will go in the world's benefit, making it a remarkable though.
However, the Amazon countries are expecting credit from the rich countries, basecally for not exploring its crude oil resources.
Well, all negociations has two avenues, therefore, if rich countries make financial contributions, or pay for it, just for keep the assets under ground, that is one entry, but it should be another entry, which is in exchange for rich countrie's participacion on their national budgets, becuase it is well known that, amazon countries maintains large sums of money allocated as public salaries.
In addition, their national budgets are alway in deficits, which makes more difficult an economic recovery, which means iether they locally have to borrow money from the Central Bank or, internationally in the form of Bonds from world institutions.
So, a double entry transaction is without prejudice, but neutral, because debits equal credtis.

Because negociacions are dual transactions, it is important that rich countries participation on their financial policies to make sure that their money is not expended , rahter than invested in infraestrucures in ecah country.
