Continental countries on the subduction zone have little opportunity to enjoy the oil boom and fast-track to First world Status of their oil-rich neighbour(s).
To stand still, as nations around them move forward, is not a policy that will keep governments in office.
Hydro-electricity, where it is available, is the obvious low-carbon solution - especially as nuclear power stations in the tectonic zones have been shown to be somewhat dangerous.
