Controlling food prices for one's own nation to avoid starvations is a responsibility of any government. This can indeed be aided by careful balancing of acriculture with 'the environment', by keeping productivity and production high within the nation, by ensuring spoilage is minimised, and by controlling inflation.
Controlling the price of imported foodstuffs is largely down to the inter-governmental negotiations, etc, to ensure there *are* imported foodstuffs. The price they are sold at may be extortionate for luxury foods, or controlled for imported staples. I guess it's down to individual governments to control situations where excess profits are being taken at the expense of the health and survival of the nation's people. (But what happens when the 'Walmart' is more powerful than the government?)
Keeping prices as stable as possible is part of the equation,
but, in the long run, population growth will always (locally/regionally/nationally) outstrip food production/distribution, so there will always be starving and dying communities and populations.
Food Aid is a paradox in that it keeps starving people alive long enough to breed, etc, etc, etc.
Are not food commodities involved in which activity areas of
