So much for Brazilian solidarity with Argentina. Like I have said previously, actions speak louder than words and Brazil will follow the money and not some twisted and regressive left wing ideology.

And then go hunting for orders from (eg) Vale, to build the ships.
If the price is right, they will come.

I don't know if you've noticed this, however, but the shipyard will be built by a BR, not a KR, group. The port of Rio Grande the article mentions and says the KR firm intends to enlarge was itself built by a consorcium, named Consórcio Quip, made up of three BR enterprises: Queiroz Galvão, Ultratec, and Iesa.
The RG do S dedicated shipyard space will be for routine maintainence and repair of 25 deepwater fishing boats

The 'obvious conclusion' is that there will be NO Brasilian shipbuilding capability forthcoming from this SK programme.
Korean shipyards build 40% of the world’s vessels and oil and gas exploration rigs.
Self-evidently, the SKs do not want to contribute to Brasilian shipbuilding capabilities and competition with their own ship/rig building dominance.
No, I think Brasil will have to develop its capability without SK, CH, or Indian assistance.
But will Brasil think BIG enough?
If it wants to play big boys' games it will have to build big boys' toys.
