You may very well be correct. The old saying is that figures do not lie, liars figure. All depends on what actual figures are used and what figures are reported.

Almost by definition, and by identifying the profile of 'illegal' sub-samples, these people are also part of 'The Poor'.
Thus, the figure for 'The Poor In America' might be twice as large as the figure given for 'The American Poor'.
