This is an every-day situation in dictatorships and this new style of elected dictatorships, any one who makes a descision has a 50/50 chance of being wrong in the eyes of the Boss, therefore no one makes a descision!!!!!!
The same goes for the dictocracy in Argentina, when CFK is out of town or out of her mind, no one dares to decide anything, so nothing gets done. Witness the looting before Xmas!!!!!
I think it is mostly a case of giving the Chavistas enough rope to hang themselves. There is a good chance they will selfdestruct without Chavez.
