Venezuela urgently needs a currency devaluation but no one is willing to pull that trigger..... especially if there might be a new election.
In my opinion, the letter is a fake made by the Cuban and Venezuela governments. Two purposes, keep Venezuela from an election and bolster Castro's role as head of CELAC.
