If it's wrong or not is up to the reader to decide.
But the fact that it is biased takes all value of the report, as the reader isn't supposed to get information out of it, but already made up views.
I have never ever read a report that is so obviously biased already in the abstract, and I have read LOADS of reports.
Whatever your views about Mr Farah, and I have no knowledge of him at all, there is no smoke without fire. Even the most ardent of RG nationalists and CFK supporters must be able to see not all is well, and the attempts to politically control the judiciary must be the last straw for right thinking respecters of democracy. If you want authoritarian dictatorship then go for it. but don't try to fool the rest of the world into thinking you have a functioning democracy.

Is unemployment rising - yes
Is there capital flight ( I presume so what with the widening difference between official and unofficial exchange rates and the seizure of privhate assets and restricting currency transfers I would expect it).
Is official corruption growing (the signs are there but it is difficult to prove with the government blocking Argentina proper independent investigations).
Is the dollar clamp eroding business opportunities (of course if business cannot buy the goods it needs to operate and outsiders don't invest because they cannot get their money out).
Dozens of international businesses have been forced to abandon Argentina (presumably the report names them, but the risks of operating in the country has massively increased what with the privatisation of YPF, the politicisation of the courts, the use of private paramilitary groups by the government, the falsification of economic statistics, opposition street protests - this is not unexpected)
This guy may be the most bias person in the universe but his conclusions do seem consistent with what is happening in the country.

The report is damning and is one in a series of truly awful reports being made all over DC about Argentina. Treasury just got done with theirs too and basically called Argentina a rogue nation and scofflaw.
I think the only question people are asking is do we tighten the noose now or just wait for CFK do it all on her own.

If you write a report like that, you state the actual doings and let the reader decide if there is corruption and populism.
Or you present proof to back your claims.
That is done under the empiric facts in the same report.
Your personal views on the matter belong to the discussion and conclusion section.
The abstract is to give the reader a quick introduction to the matter that is being studied in the actual report.

But first, I want to ask you if we are dicussing the actual reform, or the what the reform is about.
If we are discussing the reform itself, well, the Argentines have every right to change their judicial system as they wish.
There are routes to follow in order to do so, and no other nation should tell Argentina what she should do, as little as Argentina can tell the UK how to deal with their judicial system.
If we are talking about the reforms themselves, well I can't see why it would be bad for the people to choose whom will take a seat in the Consejo de Magistratura. Why shouldn't the people decide?
The part that talks about equality is just an extension to the above mentioned reform, just to make sure that those occupying the Consejo aren't priviliged in any way.
Then we have the part that talks about sentences (judgements). That those should be made public is quite democratic, I would say.
Furthermore, we have the “patrimony” section, saying that every statement of the Poder Judicial shall be public and documented in Internet.
Finally we have the cassation reform.
That one is difficult to agree with, as it can indeed be abused.
But in theory, it's another step in the juridical process, prior to the Supreme Court.
How it will deal with corruption?
Ask yanquiboy, he's the one with the predictions...
My prediction is a Romanian style retirement party for the top 1000 or so CFK ministers and staff.

@54 - I have no issue with the people deciding to change their system if that is what they want, after all they will be the ones living with it. Judgements should be published but your level of previdelge should not affect your ability to make judgements of law.

I think it is dangerous for people vote for a judge because he is “one of us” or because he/she is aligned with a political party. All this does is continue either an element of corruption or it compels judges to make decisions which will either favour or benefit their specific electorate. At present it seems the the judiciary in Argentina is corrupt. These reforms don't seem to deal with that problem; it just moves the pressure of abuse/corruption to an external source. I’m also not keen on the ability of the state to curtail the powers of the judiciary with regards to judgements against the state; this is damaging and affects the separation of powers.
I’m also not keen on people voting for judges. The law is a conceptual beast and difficult to understand at times. The application of the law is difficult and the majority of people don’t understand the subtleties of the arguments involved. I also doubt that people are going to read through the full judgements and make an informed decision based on full knowledge of all the facts and also of the intricacies of law involved. They are more likely to make a decision based on whether the judgement was pro or anti their political view-point. None of this helps to deal with corruption. The judiciary is supposed to be independent and check the power of the executive. If this was done properly in Argentina we might slowly start to see the end of corruption in the political classes.

@57 Look at others I suppose. We don't have a corrupt judiciary and I am wondering why that is. I have a feeling it is the case because the judiciary and politics aren't linked. You do not go from one to the other and it is not seen at any point as being a step into politics. If it soposes that in argentina there is less freedom of expression, how is is posible that many reports are published everyday, which criticise the corruption cases that involve c. f. k's govt?. Unfortunatelly, most reports published by the most powerful corporations are often just mediatic operations full of lies or distortions.
Respecting the official advertising, it's necesary to say that it represents just the 10% of the whole advertising. While it is true that the govt. eliminated some official advertising for some media which weren't aligned with it, which is repudiable, it is also true that justice finally judged on behalf of some media which took the case to justice.
On the other hand, can somebody tell me what is the change of c. f. k's govt. in reference to the amia cause?. What is not told in this article, is that the memorandum will be treated by the suprem court, which is a prestigious and independent institution. Would an authoritarian regime have an independent court?, what kind of authoritarism is this guy talking about?.
Respecting the so called dollar clump, what is not told in this article, is that this decision stopped the capitals flight. In fact, c. f. k's govt. had to tolerate six intents of financial coup d'etats. However, the economy didn't collapse, like in other periods, it means that despite all the serious problems that we still still have, the economy is very solid.

Well you probably would love to see a lot of things that will never happen. One thing about being a reserve currency is we can always print whatever we need to pay off the debt.

Seems the Chinese economy has reached maturation stage in 30 years where the USA took 150 years of growth before maturing. Services is now taking over the economy as manufacturing is taking a backseat. Of course manufacturing is going back to the USA and Malaysia. China knows they need the middle class buying power of the USA and Europe. But nimrods in SA still think China is their messiah.
