Bogotá above Mexico City
I cannot believe Lima changed so much from the last time I was there - this was one of those places I wish I would flee before the period I had set to visit.Traffic simply horrible, it is more to Cairo and above Santiago? A first world city... Reading on I could come to the conclusion this report is by no means trustworthy. As the old saying goes in a blinds' land the one with an eye is king ...

May 13th, 2014 - 06:45 pm - Link - Report abuse 0I live in Lima. I also work regionally across many of the listed cities. Lima is growing and is a good bet BUT above Santiago? Bogota? I can´t really call BS but I have to say that the methodology is flawed. Transportation is a complete mess! Corruption is still rampant. It is not entreprenuer friendly. Their are more gaps in key areas like education, public safety, and public works than you could possibly count with not a solution in sight for the next 20 years. That university team needs to rethink their methodology. No one could really take this seriously. I am American and Peruvian and would start a business in Santiago over any other Latin American city. Heck for that matter, if I was looking at possible ROI, labor pools, cost vs. risk there are about 5 or 6 on the list I would go to before Lima as of today.
