Argentina's Federal Fisheries Council (CFP) has reassigned hake (Merluccius hubbsi) catches for the remainder of the year. According to Resolution 8/14, published in the Official Gazette, the vessel owners that considered themselves unable to capture the entire allocated hake quota, can partially return it to a reserve fund for future reallocation.
The new regulation states that the option was temporarily reopened but in recent years it has been repeated in search of maximum development compatible with the rational use of the resource.
The rule provides that the quota holder may make the annual volume corresponding to 2014 considered not caught available to the CFP so then it can be integrated to the Management Reserve.
In 2013, over 20,000 tons of resource quotas were transferred. And this year, given the irregularity of the activities of the Argentine fresh fish fleet, the volume may resemble that of 2013. The deadline for the request expires on 30 September, 2014.
”The presentation will exempt the individual transferable catch quota (ITCQs) holder from the implementation of Article 13 of this regime in the percentage that the volume made available represents over the total volume of the species recorded for the ship in 2014,” the CFP adds in the resolution.
Thus, the Council intends to mitigate any penalties for breaches of the assumed fishing commitments.
For its part, the National Directorate of Fisheries Coordination will have to weekly submit the presentations received with the report on quotas, operational status and updated remaining part to be reassigned to the CFP.
The Fisheries and Aquaculture Under secretariat office, reported that between 1 January and 25 August, 2014 a total of 153,847 tons of hake was landed while between Jan first 2013 and 31 August catches reported and landed reached 173,820 tons. (FIS).

I think I get it ... progressively destroy your prime resource (Hake) and, as it disappears, the unreached quota tonnage can be used for any other fish/shellfish - irrespective of its status.

It is fisheries anarchy, permissioned by the State.
Different species need very precise and targeted management.
20,000 tonnes of prawn/lobster is very different from 20,000 tonnes of hake/squid, etc.
What a fine way of destroying the MOST valuable (eg) prawn/lobster populations of the South Atlantic!
