This may be just an ordinary business transaction to keep the people's lights on.
The Russians are casting around for any investment they can find since the sanctions.

Gazprom is prohibited in raising money in the USA but needs to service debt to the tune of US$ 8 billion this year. Overall Russian firms have to repay US$ 52 billion in the 6 months. They are hardly likely to sell or invest in gas operations in Argentina are they.
Teach them to respect the fucking treaties they sign.
