Nice ranking. Mercosur should be right now that in the West there is almost only speculators, usurers and loan sharks.
Why is that Mercosur receives 90% of total FDI in South America?
The fact that PA members ranked so high is telling. This ranking is nothing more than the barriers a country puts up for anyone (including domestic companies) trying to do business there.
It will end up growing north to include NAFTA being a FTAA 2.0 that was rejected in 2005 by Kirchner, Lula & Chavez without the rotten apples of the Mercosur.

I've mentioned long ago that Mercosul/Mercosur is too political for it's own good. Be everything to everyone, including ALBA, and nothing can get done.
It is though it is a horse, hobbled by the politics of poorly managed countries such as Venezuela and Argentina. We obviously have goods and resources to sell besides coffee beans and Pinga. Anyone see a successful agreement with Europe from this organization ?
The Pacific Alliance conversely is united in the more successful model of business oriented growth and development. That produces jobs, employment, and profits to grow and expand. The muddled and vague politics has been overcome.
The Pacific Alliance Quarter horse runs free, gaining strength, while the old Mercosul Mare stands hobbled and unable to move in the Fazenda courtyard, dreaming bout the better days that never were.

And 36 million hectares of arable land. With only 3. 6 in production. And has mortgaged the next 25 years of oil production to China.
And is completely broken and may default soon. And has no toilet roll or medicines.
And. . Is a socialist paradise. Apparently. ..

My only conjecture here is that the more calmer, patient heads at the United Nations are considering the vast resources, the population, and potential of Venezuela, and thinking beyond this inept administration, into the future.
No one is listening to Mr. Maduro anymore. Not even bus passengers.
He is not Chavez material, and never was. I believe even the Cubans hold him in contempt as a running lackey, with a big mouth, but no brains.
You are correct that he is merely a Cuban puppet, and a frightened one at that. Unfortunately I don't share your faith in the UN. What can they actually do?
