One can easily assume is a DFI came to SA, many politicians in SA got their bank accounts padded. It's like a mandatory fee structure.

Looks like you still don't understand how PB - and all the other State-owned companies - are run. All the PB directors were appointed by the PT ; their main mission was to repay their political appointment by demanding bribes from every private company that wanted to do business with them, then funnel half the bribes back to the PT/PMDB, and the other half straight into their own pockets. If I'm not mistaken, these directors and these political parties are BRAZILIAN, aren't they ? not FOREIGN entities.....so one concludes that the corruption scheme was masterminded by Brazilians, to enrich Brazilian political parties......No use blaming foreigners for your own dirty, corrupt ways.
The victims are the companies that were extorted - foreign, and national - and the Brazilian taxpayer.
The criminals are the PT, the PMDB and the PB directors, who planned and executed the whole sordid scheme.
