I think they meant 1 in 3 or 33% in 15 years.
The convention promotes, protects and ensures the acknowledgement and full enjoyment, in equal conditions, of all human rights and fundamental liberties of older people so that they can be fully included, integrate and participate in the community. Equal conditions...does this mean that people 65 and over don't need to have a medical and take a drivers test every two years in order to renew their drivers license? Do they understand the term equal?
