Neither the political parties nor the people have insisted upon plebiscite / referendum / votes to decide who or which party should govern the country as well as the fate of the responsible & the culprits.

Dilma knows that she owes her political career and her failure as Prez, to the LulaRat, and without him (not that he's worth much nowadays), she's as good as dead. I know where he lost his pinkie, just look at the way Dilma walks and you'll soon realize where that finger is....
Trying to find the concrete proofs and identify each & every individual who is involved in the cases of corruption; is a time-consuming process and may take years to round them all up - at least those who could not escape the investigations [and those who escaped, may not necessarily be honest].

The trick of the politicians is to find ways for not getting caught. Obviously, they are least interested in creating laws for making corruption extremely difficult and harmful to their own careers.
Hence; instead of wasting more time and the taxpayers' money [which already is in short supply]; Brazil should identify and elect a party which is less corrupt than the others. Perhaps this could be a better - a time / money saving - and a practical solution!
