Having an off-shore company is usually not illegal. Where the problem is for Politicians, not rich people, is where did the money come from?
Going into office poor or middling and coming out fabulously wealthy will take a lot of explaining.
In the present circumstances of the political + economic crisis; Brazil has two options only!
#1: EITHER entrust the leadership into the hands of a leader who is the least corrupt
#2: OR legalize corruption + money-laundering.
NOTE:
