Just an idea: Some large scale plastic windbreak fencing required, i.e. telegraph pole sized? or larger? Practical?- not sure...
    ( Smaller scale example: http://www.boddingtonsonline.com/media/images/gardening/windbreakfence/Windbreak3.jpg )
Wind shear seems a difficult problem the world over, but will be overcome.

A windbreak stops or reduces the wind speed in the immediate vicinity of the fence. However, the wind coming over the top of the fence gets dumped down approx. 10 times the distance away. So, if the fence is 15 feet high, the wind will land 150 feet from the fence.
I found this from a gardening magazine as I was putting up a ranch type garden fence and adjusted the height accordingly.
