An administration having no legitimacy, headed by a convicted felon, composed of all white male 'old guard', most of whom are under investigation for massive corruption - presumably Temer is joking in calling for the public to rally behind him.

Basically, Brazil has been taken over by the Mob.

In truth I did not find the allegations persuasive. Temer did no more than hold the sort of conversations that occur every day in embassies all over the world.
